All of the “named” Elves in LOTR were of Noldorin or Sindarin descent, so they were either exiles from Valinor, ot had ancestors who had at least started the trek to Valinor. Not to hard to understand their motivation. Bit did the Avari try to travel West? And if not, do they doom themselves to eventual fading?

Well, Tolkien hints that many of them left Middle-earth because they knew a war was coming. So they were basiclally refugees fleeing the storm, as happens in real life.
