Where was Galadriel during the War of the Last Alliance?

She doesn't seem to be mentioned among the companions of Gil-galad.  Why is that?

My fan-fiction surmises that she might have remained (?) in Lindon to watch over the captured Blackhand, having aided in the forging of the chain with which he was bound.

This was a period when not much was said in any of JRRT's published material about her (or Celeborn's) whereabouts or doings. As Chris Tolkien remarked in note 2 of "History of Galadriel & Celeborn", "...the movements and dwelling-places of Celeborn and Galadriel after the fall of Eregion in [SA] 1697 are extremely obscure."

HoG&C includes material from an essay CT calls "Concerning Galadriel and Celeborn". It states G&C first went to the region about Lake Evendim with a following after the fall of Morgoth. Recall that passages in LotR implied they'd at least visited regions east of the Blue Mountains much sooner, before Nargothrond fell. After the Downfall of Númenór, they seem to have ceded whatever claim they still had to the country to Elendil as a gift, having meantime founded, then left, the kingdom in Eregion.

Following the Eregion war it was stated Gally and Kelly (and Celebrían) dwelt at Imladris for a time encompassing the great Council that was held there. There are indications that they kept up relationships with Elves in Lorinand and southern Greenwood, the folk of Oropher father of Thranduil, and of Amdír/Malgalad (here Amroth is said to be "the son" of Gally and Kelly, an idea JRRT entertained for a time) There was even some writings in which Celeborn was said to have been lord of Harlindon by Lune for a time. At the end of that essay, it was stated that later Gally wished to live by the Sea, so they went to the Bay of Belfalas* and dwelt near the place that later came to be called Dol Amroth. They maintained close relations with Amroth (called "their son") who often visited, and after he was lost they moved to Lórinand to become its guardians against the threat emerging in Dol Guldur.

(* Note that in MD&MFV: An Embassy to Fate, in the "epilogue" Galadriel came back to the northern shore of the Bay of Belfalas partly at the prayer of Gil-Galad and Elrond to help deal with the newly emerging threat of the Ringwraiths.)

It seems inevitable that G&C would have assisted however they could in the War of the Last Alliance, yet they're not mentioned. It is told that the lightly armed forces of Oropher of the Greenwood, and of Amdír/Malgalad of Lórinand ran ahead of Gil-Galad & Elendil's host and got themselves cut to pieces attacking Sauron's host, in which action both kings were slain and their respective heirs Thranduil and Amroth took over to withdraw their remaining people and lead them home. I speculated perhaps their friend Celeborn was with them and assisted in the retreat, having counseled the Wood-Elf kings to no avail against disregarding Gil-Galad and not awaiting his signal to join in the battle. There doesn't seem to be any statement contradicting the possibility Galadriel was attending to some vital matter for the Alliance, such as keeping a powerful and dangerous servant of Sauron bound and out of mischief. Note that Glorfindel's whereabouts and role in the WotLA, assuming he was already in Middle-Earth by then, is also not stated in "canon".

A 'vital matter, such as restraining a captive who had been, in the past, a 'servant of Sauron' and might be made to speak.

I think fan fiction authors have a very free hand in placing Galadriel wherever they wish throughout the late Second Age.
