My guess is that "the business of treating people unfairly" probably began a few hundred thousand, maybe a few million years ago. We now know, for example, that chimpanzees (our nearest relatives) have culture and social hierarchies, are territorial, and wage wars. They can be cruel to each other, even down to committing murder. That would suggest that humans have been behaving badly toward each other for a long, long time.
