I think the last Bond film shot considerable less there, though. I recall reading something about that as it entered production. Perhaps this is an attempt to keep that from happening in the future.

Still, it seems a bit risky. Are they just acting on faith that the business will show up if they do this?

Well, they may have a sales force who can tout the advantages of their facilities. The choice of proposed venues may also be an indication of the types of movies the industry is privately buzzing about.
